| Abstract: | The author advocates sufficiently understanding the significance of human resources development and management, setting up its new ideas, assuring its principles, functions and methods. Also he suggests tapping and training talented persons for enterprises effectively to give full play to their talents and make them to the furthest end, thus guaranteeing enterprise target realization. |
