| 摘 要： | 从理论上探讨了新时期我国县域规划的背景 ,提出了“协商式规划”、“空间管制”、“整体规划”、“过程规划”等若干新的规划理念 ,以及相应的县域规划制度保障体系 ,试图为我国县域规划工作的发展提供一定借鉴。

| Abstract: | As the administration unit, the county enjoys the unique position in Chinese economical and social development. It is an inter-place urban and rural which are influenced with each other. The planning for the county region has a long-term significance. This paper explores the recent background of the drawing-up of the planning for county region theoretically and puts forward the newly planning concept such as negotiated planning; spatial control; entirety planning and process planning. It also puts forward a related security system for the planning implementation for the county level, hopefully it is referential for the circle. |
