供需非均衡条件下农村社会保障制度的构建

农村社会保障制度是我国社会保障体系的重要组成部分,但是由于长期二元社会结构的存在,我国农村社会保障制度的发展明显落后于城市。现代社会农村居民同样面临大量的社会风险,他们同样也具有社会保障的需求,不过农村社会保障的供给能力却具有有限性。社会保障需求的不断增长和社会保障供给能力的有限性,决定了我国农村社会保障制度的构建必须是一种非均衡上的缓慢发展的社会保障。

On the Construction of Rural Social Security System under the Condition of Unbalanced Supply and Demand

Rural social security system is important part of the social security system of China.However,its development lags far behind the urban areas because of the existence of long-term binary social structure.In modern society,residents in rural areas face a large number of risks as in urban areas and they also have needs for social security,though their ability to supply social security is limited.The continuous increase in the demand for social security and the limitation of supply for it decide that the construction of rural social security system in China is a social security slowly developing under unbalanced conditions.
