东苕溪流域“08·11”洪水成因分析及减灾防御对策的思考

余杭区在防御东苕溪8·11洪水过程中采取了非常规的爆破方法,取得了成功,也引起了国家防总和各界媒体的关注。通过对此次洪水的成因、过程的分析,提出了针对性的解决方法,主要还是运用非工程措施,更多地关注防汛制度、预案的完善落实,更大程度上强调人的主观能动因素,不断提高东苕溪流域的防洪防台能力。

Analysis on the reason of the flood in August 11 in Dongshaoxi basin and thoughts about disaster prevention measures
