| 摘 要： | 针对灾害应急管理中伤病员后送问题时间紧迫性的特点，提出了一种以时间最短为目标的多灾害点、多伤病员、多医院的灾害应急伤病员后送数学模型。考虑到伤病员对医院的资源竞争，运用表上作业法对该模型进行求解，实现多灾害点伤病员运往医院的时间最短的目标。该方法已在省级应急管理信息示范平台上实现，并能处理不同的伤病类型及伤病员后送的优先级。借助该平台和GIS技术对本方法进行仿真，运行效果良好。
