摘    要:如果不注重和谐发展,水资源短缺的性质有复杂化的可能,加剧水问题的复杂性和解决问题的难度.水资源问题是系统性问题,从有形水资源的实,到无形水资源的虚,系统性加强水资源管理,虚实结合,达到水资源供需平衡.有形水资源应加强“四侧管理”,即蓄水、引调水、需水和污染防治“四侧”内部问题的处理,以及各侧之间的协同运作.无形水资源管理从节水文化着手,挖掘工程蓄水潜力,以“拐点水价”撬动节水的“拐点效应”,强化企业的社会责任以促进节水减排.同时,还应关注水资源的动态性和衍生性问题,加强水资源的综合管理.

Abstract:Water shortage will be intensified and water problems will become complicated and difficult to solve if we do not pay attention to harmonized development. Water resources issues are systematic that can be physical or virtual, therefore strengthening systematic water resources management by integrating physical or virtual measures is helpful to reach balance in water demand and supply. The physical measure or structural means to integrate water storage, diversion, demand management and pollution control. The virtual measure or non-structural means to concentrate on water culture and water pricing for encouraging water conservation and emission reduction. Meanwhile we should also place emphasis on integrated water resources management.
