水利现代化评价指标体系研究

从水利现代化特征内涵出发,结合现代化需求,构建以防洪防涝安全、农田水利、水资源配置与高效利用、水环境保护与河湖健康、水管理能力及水利发展保障为六个准则的水利现代化评价指标体系。以南京水利现代化评价为例,根据指标选取原则,选取30个具体指标对南京水利现代化进行评价,通过层次分析及专家咨询等方法确定评价方法、标准及权重。评价结果表明:该指标体系评价结果与南京水利发展现状相符,可以为将来南京水利现代化建设提供依据。因此,建立的评价指标体系对当前开展的水利现代化建设具有很好的指导意义。

Studies on assessment indicator system of water modernization

An assessment indicator system of water modernization with six criteria,namely flood control safety,irrigation and drainage,water allocation and highly effective utilization,water environment protection and healthy river and lake,water management ability and securing of water development,are created through analysis of inherent,features and needs of water modernization.Taking Nanjing as an example,30 indicators are selected to evaluate the degree of water modernization in the city.By means of analytical hierarchy process and expert consultation,the evaluation methods and weight indicators are determined.It shows that the evaluation result is consistent with the actual condition of water development in Nanjing and can be used as the base for water modernization construction in the future.The assessment indicator system has great reference value to water modernization construction at present.
