| 摘 要： | 根据现行的有关代建制的法律法规,指出了与代建制不相适宜的地方,分别对代建方式与财务资料、资金拨付与税务处理、代建管理费的内容与标准和投资控制责任与奖罚制度等方面在实际工程中主要出现的问题进行了探讨,并向政府提出了一些建议.

| Abstract: | According to the laws and rules of law about agent-construction system,find out the places that are not suitable.Discussion on the problems which had happened in the style of implement and financing materials,the transfer of founds and process of tax,the standard of expense of agentconstruction management,the control of invest and the policy about encouragement and punishment during the practice of the agent-construction system,and then make some relevant suggestions. |
