| 摘 要： | 水工隧洞工程是施工条件非常复杂的，并且存在的不稳定因素比较多，过去的经验型安全管理已不能适应现代化管理的需要。为此，提出了将安全系统工程的理论用于水工隧洞建设的思路，并在工程实践中进行了应用研究，取得了较好的效果。

| Abstract: | The construction condition of hydraulic tunneling project is always very complicated with more variable factors. The past empirical safety managements are not adaptable to the requirements of the modern construction management. Therefore, a new method for tunneling project based on the safety system engineering is given herein, which has been applied to the actual construction project and better effect has been got as well. |
