合理开发利用新疆水土资源

合理有效开发利用水土资源，是新疆实施西部大开发的资源基础。土地资源的合理开发，要从根本上逐步改善农业生产条件，调整土地利用结构，建立科学失土地利用功能区，加大以治碱治沙为中心的土壤改良，实行退耕还林（草）改善生态环境。水资源合理开发，就是要大力推行节约用水，衽开发利用程度总量控制的原则，对地上、地下水衽统一调配、统一管理，为改善生态环境和国民经济发展提供保障。
