基于熵权的河北省节能减排效果模糊综合评价

摘    要:节能减排是我国解决能源短缺、改善环境,走可持续发展之路的必然选择。通过分析我国目前节能减排的研究现状,依据指标体系的设计原则和国家相关部门制定的法律法规制定了节能减排现状、节能减排效果和节能减排治理三方面建立了节能减排绩效综合评价体系,并以2005为基准年,采用客观赋值法熵权法对2006~2010年各指标进行赋权,并详细阐述了基于熵权的模糊综合评价模型的方法和步骤,并对河北省2006~2010年河北省节能减排绩效进行了综合评价,分析河北省节能减排的现状与不足,为今后的节能减排工作提供了科学依据。

Abstract:Energy conservation and emission reduction is the inevitable choice for China to cope with the energy shortage,improve th e environment,step on the path of sustainable development.Through analysis of the research status of energy conservation and emissions reduction at present in our country,according to the index system design principles and the laws and regulations formulated by relevant state departments,This paper sets up performance comprehensive evaluation system from three aspects of energy conservation and emissions reduction,the present situation of energy saving and emission reduction,energy conservation and emissions reduction effect and energy conservation and emissions reduction management.Taking 2005 as the base year,this paper adopts the objective assignment method of entropy to weight the indexes in 2006-2010,elaborates on the methods and steps of the fuzzy comprehensive evaluation model based on entropy weight,and evaluates the energy conservation and emission reduction in 2006-2010 in Hebei province.This paper analyzes the present situation and shortages of the energy conservation and emission reduction in Hebei province,and provides the scientific basis for the future work of the energy conservation and emissions reduction.
