The paper analyzes policies of EU(European Union) spatial planning and some EU countries urban rural integration.EU spatial development sets basic goals and rules of urban-rural relationship,establishes a set of insurance systems in economy,management,techniques,and an open and flexible framework for member countries to adopt particular development strategies.In this way it achieves urban rural partnership,integration,and diversity.
