Urban Planning Paradigm Transition: Development Planning

The goal of sustainable development is to realize high efficient economy,equal and fair society,energy saving and ecological environment.To build sustainable cities,urban planning must be provided with boosting and supervising urban development functions.This new paradigm is called development planning,which integrates societal,economic,spatial development,creates urban spaces for socio-economic development,elevates legal status of zoning,and protects property rights.The paradigm will make up the traditional urban planning shortcomings.
