| 摘 要： | 2007年济南市完成控制性详细规划"全覆盖"工作,针对编制基础薄弱、规模大、缺乏技术规范等难题,制定了统一、完备的组织流程和技术准备,将编制分为概念性规划研究和控制性详细规划成果编制两个阶段,按照"片区—街坊—地块"三级管理单元进行规划控制和引导,突出土地使用控制和"六线"控制两个核心,此外,还通过编写《济南市控制性规划管理通则》和搭建"一张蓝图"规划信息系统,加强规划管理,保障规划的时效性。在实践的基础上,分析和探索了控制性详细规划在实施过程中调整优化的工作思路。

| Abstract: | Jinan has carried out regulatory planning "full-coverage" compilation.Jinan prepares comprehensive organization process and techniques to deal with existing problems.The plan compilation is divided into two phases: conceptual planning research and regulatory planning.The plan adopts "district-block-parcel" three level management systems,and highlights land use and "six lines" controls.General Provisions of Jinan Regulatory Planning Management and "one blueprint" are made to improve planning efficacy.The plan studies regulatory planning implementation improvement on the basis of planning practice. |
