深圳市城市规划及管理前瞻性问题研究

PERSPECTIVE RESEARCH ON URBAN PLANNING AND ADMINISTRATION OF SHENZHEN

This paper analyzes the problems that the urban planning and development is faced with under the market economy in Shenzhen including lagged openness of market, absence of supervision on planning, resources deficiency and right defending and so on. It introduces the exploration on the innovation of systems and standards initiated by Shenzhen government responding to those problems, which are putting the open market operation on a legal basis, setting up an elaborate planning administration responding to the covering-all master plan, atternative ideas over planning standards on the condition of limited resources supply, countermeasures of the over-intervention of local government on planning and the absence of supervision upon planning administration, and ideas of planning implementation system against the actions impinging the authoritativeness of planning.
