摘    要:随着天津滨海新区经济的蓬勃发展,风暴潮防灾减灾工作日趋重要。回顾了1939年以来最严重的风暴潮灾害——1992年风暴潮灾害,分析了海河闸挡潮能力现状,针对1992年以来海河防潮闸风暴潮的特点,提出了对风暴潮预警进行实时跟踪、完善应急响应体系、加强养护和检查观测、加强与地方的协调联防等应对措施。

Abstract:With the vigorous development of the Binhai New Area of Tianjin City, storm surge disaster prevention and mitigation have become increasingly important. A storm surge disaster in 1992, the most severe disaster since 1939, was reviewed in this paper. The causes of the disaster were identified as the failure of the storm surge barrier at the mouth of Haihe-river, because of the ground subsidence at the barrier. The investigation shows that when the water level at the barrier exceeds 5.11 m with the tidal level more than 4.71 m, water will over-top the barrier and flood into the Haihe-river. Summarizing the characteristics of storm surge disaster in 1992, the countermeasures to storm surge are introduced including real-time warning system, improving the emergency response system, strengthening the maintenance and inspection systems, and enhancing communications with local government.
