对《水利水电工程等级划分及洪水标准》修订的认识

摘    要:《水利水电工程等级划分及洪水标准》是水利行业最重要、最根本的设计标准,新版标准已于2017年进行了修订与发布。系统地阐述了我国不同时期水利水电工程的等级划分及洪水标准以及2017年修订的必要性、修订的总体思路及其在修订过程中遇到的一些关键技术问题。此次修订,首先完善了水利水电工程等级划分及洪水标准体系,对于水利水电工程,确定了主要是采用先对工程划分等别,再对建筑物划分级别,最后对建筑物按级别制定洪水标准的总体结构;其次研究和制定了合理的划分方法及标准,包括工程分类方法、分等指标、建筑物分级标准以及洪水标准等;最后根据水利水电行业的发展水平,适时地补充了特高坝及梯级水库等相关标准的规定。旨在对2017年《水利水电工程等级划分及洪水标准》修订过程中的经验与存在的不足进行归纳和总结,以利于标准能够得到更好地推广使用以及持续改进。

Abstract:Standard for Rank Classification and Flood Protection Criteria of Water and Hydropower Projects is the most important and basic design standard in water conservancy industry and the new version has been revised and released in 2017. This paper summarizes the standards for rank classification and flood protection criteria in different periods and the revision necessity in 2017, and the general thoughts and the key technical issues of the revision are discussed. In the revision, Standard for Rank Classification and Flood Protection Criteria of Water and Hydropower Projects is improved, in which a general architecture is determined as follow, firstly the project grade, secondly the structure grade, thirdly the flood criteria according the structure grade. In addition, the reasonable division approach and criteria are studied and determined, including project classification approach, grade classification indexes and flood criteria. Furthermore, it supplements correlative standards on super-high dams and cascade reservoirs according to the development level of the industry. This research summarizes the experiences and deficiencies in the revision of Standard for Rank Classification and Flood Protection Criteria of Water and Hydropower Projects to promote its application and continuous improvement.
