摘    要:选取2007~2015年的面板数据,基于DEA和Malmquis指数,对浙江省的用水效率进行了分析评价。在分析评价过程中,采用浙江省各地区的总用水量、从业人员数量以及固定资产投资作为投入指标,并将各地区的生产总值作为产出指标。评价结果表明:(1)近9 a来,浙江省的用水效率总体上有所上升,但是地区之间的差异较大;(2)非DEA有效地区在总用水量、从业人员数量以及固定资产投资方面均有冗余,其中,总用水量的冗余量较大,说明用水效率仍具有提升的空间;(3)技术进步变化是制约浙江省用水效率的关键因素,浙西南地区的用水效率变化趋势优于浙东北地区。

Abstract:The paper analyzes and evaluates the water use efficiency in Zhejiang Province by using DEA and Malmquis Index based on 2007-2015's panel data. In the analysis, the total water consumption, the number of employees and fixed assets investment are used as input indicators and the regional GDP is used as the output indicator. The results show that the water use efficiency of Zhejiang Province has increased in the past 9 years, but larger difference has remained in various areas. DEA ineffective areas are redundant in the total water consumption, the number of employees and fixed assets investment, in which, the total water consumption redundancy is large, showing the water efficiency has space to be improved. The change of technological progress is the key factor restricting the efficiency of water use in Zhejiang Province. The trend of water use efficiency in southwestern Zhejiang Province is better than that in the northeastern.
