江苏省宝应县水资源“三条红线”管理效果评价

为了对宝应县2015年水资源"三条红线"管理效果进行评价,从用水总量、用水效率以及水功能区限制纳污等3个方面出发,结合宝应县的实际情况,总共选取13个评价指标,构建了水资源"三条红线"管理效果评价指标体系,并采用物元分析法进行了分析评价。评价结果显示:水功能区的限制纳污管理效果为Ⅰ级,而用水总量和用水效率方面的管理效果则分别为Ⅴ级和Ⅳ级。说明宝应县2015年在水功能区限制纳污管理方面的工作做的比较好,而在用水总量和用水效率管理方面不够理想,还有待提高。

Effect evaluation on 'three red lines' management of water resource in Baoying County,Jiangsu Province

In order to evaluate 'three red lines' management effect of water resource in Baoying County in 2015, 13 evaluation indexes are selected from three aspects of total water consumption, water consumption efficiency and total pollutant control in water function zone. According to the actual situation of Baoying County, an evaluation index system for the 'three red lines' management effect is built, in addition, matter element analysis is employed to analyze and assess the achieved effect. The result shows that the total pollutant control level in the water function zone is grade I, the control levels of water consumption amount and water consumption efficiency are grade Ⅴ and Ⅳ, showing that the pollutant control in water function zone in Baoying County was excellent in 2015, but the total water consumption amount control and water consumption efficiency are not ideal, which are needed to be improved.
