基于网络分析法的某代建项目风险分析评价

摘    要:在水利工程代建项目中,工程风险评价对工程的建设风险调控极其重要。结合水利工程某代建施工项目实际,识别该项目存在的风险要素,建立重要度判断矩阵以及风险因素多准则、多层次的网络分析(ANP)结构模型,并对模型的求解进行了较为详细的阐述。求解后可知,该方法是一种较好地分析风险因素间彼此作用关系的方式,并提出环境问题、代建法规完善性、代建方信誉、代建合同完备性、代建费用等风险为代建项目最关键的风险因素,为代建项目的风险控制与管理提供了重要参考。

Abstract:In the water conservancy agent construction project, risk evaluation is of great importance to the risk control of construction. Considering the reality of agent water conservancy project, we identified the risk factors, and established importance judgment matrix as well as multi-criteria and multi-level ANP structure model for these factors. The solutions to the model were discussed in detail. Taking one agent water conservancy project as an example, we effectively adopted ANP method for risk evaluation. The results show that ANP is a good method to analyze the interactive relationship between the risk factors. We put forward some key factors including environmental issues, incomplete laws and regulations, construction agent's credit, incomplete contract and low agent fees etc..
