| 摘 要： | 温州市水土保持工作存在执法法律意识不强，水保审批、方案实施和监督检查不到位，水土保持规费收费难，从事水土保持监督人员专业技术不够和执法力量不足等问题，对此，应通过全面完善水土保持法律法规体系、加强执法巡查和完善水土保持设施验收制度、提高水土保持监督执法水平等措施解决．

| Abstract: | The problems in soil and water conservation in Wenzhou are talked about in the article, including weak awareness in law enforcement, incomprehensive administration in conservation supervision, insufficient professional personnel and so on. The corresponding measures are also discussed in the views of the setting-up of comprehensive legal system, the strengthening of law enforcement and inspection conservation, the improvement of water and soil conservation facilities in order to ensure supervision enforcement to improve the level of soil and water conservation. |
