基于输配电成本监审的转移交叉补贴测算模型应用

随着我国电力体制改革的深入，工、商业用户转移参加市场化交易电量增加，对电网公司来说，其售电收入减少，且由于兜底售电，其需承担工、商业用户参与市场化交易后转移的交叉补贴。分析了我国现阶段管制市场及开放市场并存环境下的市场结构及定价机制，梳理了工、商业用户参与市场化交易对电网公司售电收入的影响，构建电力市场化交易下转移交叉补贴测算模型。以某省实际数据为基础，测算了该省电网公司承担的转移交叉补贴规模，并对其进行了敏感性分析。

Application of Transfer Cross-subsidies Calculation Model Based on Transmission and Distribution Cost Supervision

With the deepening of China’s electric power system reform， the electricity of industrial and commercial users transferred to participate in market-oriented transactions is increasing. For the state grid corporation of China， their electricity sales revenue decreases， and because they undertakes the sale of commonweal electricity，they need to bear the transfer cross-subsidies after the industrial and commercial users participate in the market-oriented transactions. This paper analyzes the market structure and pricing mechanism for controlled market and open market in China， discusses the influence of the industrial and commercial users’ participation in the market transactions on the electricity sales revenue of power grid companies， and establishes the calculation model of transfer cross subsidy in the market-oriented trading?environment. Based on the actual data from a province in China， the scale of transfer cross subsidy undertaken by the power grid corporation of the province is calculated with the model， and the sensitivity of the subsidy scale is analyzed.
