工业用地使用权出让中存在的问题及对策研究

摘    要:用文献资料法、因果分析法,产权理论、地租理论和制度经济学理论相结合的研究方法,分析当前工业用地使用权出让中存在的问题及对策。研究表明,当前工业用地使用权出让中存在用地内涵、经济属性模糊,使用权权能完整性被忽视,招拍挂存在难点及最低价难准确核定等问题。建议从土地管理绩效考核、政府行为规范、用地性质界定和出让综合体系建立等方面完善工业用地出让制度。

Abstract:The purpose of this study is to analyze the various problems existing in the industrial land user granting and its countermeasures.Methods of documentation,causality with the property theory,rent theory and institutional economics are employed.The results indicate that the definition and economic attributes are fuzzy of industrial land,the empowerments' integrity is neglected,difficulties exist in land user granting,the lowest price is imprecise. So it should perfect the system from appraisal of land administration,government's act,definition of the land's na- ture and the establishment of the integrated system of industrial land user granting.
