深化产权改革完善股份制度的一点思考

国有企业尤其是竞争性行业的国有大中型企业的制度创新，应从改革原有产权制度开始，探索公有制的新的实现形式，进一步完善股份制度。本文提出建立分级所有、政资分离的国有资产管理体制；建立产权多元，公有法人持股为主体的股份公司制度；建立权力制衡，科学的法人治理结构；建立经理市场，完善企业家的激励制衡机制等观点。

A Discussion on Deepening the Equity Reform andImproving the Share System

The system innovation of stateowned enterprises especially those of great and middle size in competitive industries,should begin with the reform of original equity system.New forms of public ownership should be explored and the share system should be further improved.It is essential to establish management system of stateowned assets which should be owned by various levels,separating the state form the assets;to establish the share company system of equity diversification,the legal entity holding the majority;to establish scientific corporate governance,in which the power should be checked and balanced;to establish manager market,improving entrepreneurs incentive mechanism.
