摘    要:在"8.9精河地震"中,下天吉水利枢纽一期工程混凝土面板堆石坝、泄水建筑物及近坝岸坡等均出现一定程度的破坏,形成安全隐患,合理评价一期工程的现状对后续二期工程的建设具有重要意义。根据下天吉水库震害特点,建立水库震后安全评价指标体系,将评价等级标准划分为4级,利用层次分析法确定各指标权重,通过模糊综合评价法对大坝安全程度进行量化评价。经综合评价认为,下天吉水库工程震后处于"基本安全"状态,与实际情况相符合,后续应加强监控并尽快完成修复、加固工作。

Abstract:During the "8.9 Jinghe Earthquake", the concrete face rockfill dam, drainage structure and bank slope of the first phase of Xiatianji water conservancy project all suffered damage to a certain degree, which formed potential safety hazards. Rational evaluation of the status quo of the first phase of the project is of great significance to the construction of the second phase of the subsequent project. According to the characteristics of Xiatianji reservoir earthquake damage, the evaluation index system of reservoir post earthquake safety was established. The evaluation grade standard was divided into four levels. The weight of each index was determined by analytic hierarchy process, and the dam safety degree was quantitatively evaluated by fuzzy comprehensive evaluation method. The comprehensive evaluation shows that the post earthquake safety of Xiatianji reservoir project is in a "basic safety" state, which is in line with the actual situation. The follow up monitoring should be strengthened, and the repair and reinforcement work should be completed as soon as possible.
