西部地区环境改良与经济可持续发展研究

在改革开放 2 0余年来我国东部高速发展的基础上 ,党和政府审时度势提出了“西部大开发”战略。针对西部生态环境恶劣制约我国整个国民经济发展的情况 ,2 0 0 0年在长江上游和黄河中上游的西部地区大规模实施退耕还林 ,又把可持续发展战略演绎到了新的高度。在上述背景下 ,通过对我国西部地区生态环境恶化与退耕造林所发挥作用的探讨 ,结合西部自然特点和实际情况 ,总结了建国 5 0年来退耕还林和种草所经历的不平凡 4个阶段 ,根据西部区情 ,提出搞好国土绿化 ,实行综合整治 ;多方筹措资金 ,提高投资效果 ;实施人口转移 ,减轻资源压力 ;制订退耕政策 ,保护农民利益等保护自然资源和恢复生态环境及整治大江大河的对策。

Research on Environmental Improvement and Economic Sustainable Development in the West of China

Since the implementation of opening and reform policy, the eastern part of China has been developing rapidly. Meanwhile "West Development" strategy is proposed by the government. As the abominable ecological environment in the west restricts the national economic development, the "green for green" policy has been carried out on upper reaches of the Yangtze River and middle reaches of the Yellow River since 2000. The idea of sustainable development is taken into a further consideration. By studying on the ecological environment deterioration in the west of China and the effect of adopting "green for green" policy, this paper summarizes the unusual four stages of returning grain plots for forestry and planting grass we experienced in the past 50 years. It also puts forward some countermeasures as to protecting natural resources and recovering ecological environment and bringing the large rivers under control.
