摘    要:探讨了国际海底矿产资源商业开采的影响因素, 分析了深海矿产资源中主要金属镍、钴、铜的近中期供需趋势、深海采矿技术和装备的发展现状、国际海底采矿制度制定面临的难题, 在此基础上, 对国际海底矿产资源商业开采时机进行了预判, 并提出我国应积极应对的建议。

Abstract:According to the factors influencing the commercial exploitation of deep seabed mineral resources in international waters, the analysis of recent trend in the supply and demand of major metal mineral resources in deep sea, such as nickel, cobalt, copper, was presented. Then the state-of-the-art technology and equipment for deep-sea mining, as well as the challenges existed in drawing up mining institution for mineral resources exploitation from international waters were discussed. On this basis, the right time for commercial exploitation was predicted, and some positive measures for China to take were suggested.
