关于加强油田企业内部管理制度建设的思考

摘    要:油田企业内部管理制度存在的问题是:1、对企业内部制度认识不足,制度建设观念淡化;2、内部管理制度流于形式;3、管理目标不明确;4、风险意识不强,责任不清。针对上述问题提出以下对策:1、掌握好内部管理制度制度的总体原则;2、明确制度的控制目标;3、抓制度的控制点;4、落实好制度的控制措施;5、以财务管理为切入点;6、强化风险意识;7、加强企业的内部监督审计力度;8、健全重要大经济业务事项的决策和执行程序。

Abstract:The problems existing in the inner management system of oilfield enterprises are inadequate knowledge of the enterprise inner system and weak concept of system construction,formalistic inner management system,vague management goals,and weak risk sense and vague responsibility.Aiming at the problems above,this paper proposes the countermeasures below.Firstly,grasp the general principle of inner management system.Secondly,ascertain the system control objective.Thirdly,catch the control points of the system.Fourthly,implement the control measures of the system.Fifthly,begin with the financial management.Sixthly,strengthen the risk sense.Seventhly,step up the enterprise inner inspection and audit.And lastly,amplify the policy decision and implementation procedure of major economic business.
