| 摘 要： | 近年来,新城建设在一些区域发展中所起的作用变得日益突出,但是,新城的开发过程中往往存在较大的不确定性和动态性的需求变化,是规划需要面对的主要难题。本文以三门滨海新城概念规划为例,从区域背景的分析和新城发展的理性定位入手,尝试更大限度的强化功能策划、行动计划、开发策略等要素与空间布局及城市设计的结合,对规划如何更好的引导新城开发建设进行了有益的探索。
