关于我国糖料高质量发展的思考

当前,我国糖料发展相对平稳,但竞争力不强,存在种植面积下降的压力,严重威胁着我国食糖供给安全。本文简要分析了我国糖料产业现状,提出了糖料高质量发展的定义,并从提升产业效益、助力乡村振兴、提升行业竞争力、确保国家食糖供给安全等角度阐述了推进糖料高质量发展的必要性。提出了8个推进我国糖料高质量发展的具体措施与途径:牢固树立新发展理念;优化优势产区布局,推动形成我国糖料生产南北协同发展的新格局,提高我国食糖有效供给能力;加强糖料基地建设,完善基础设施,夯实糖料产能;加快推进关键技术提升,大力推广应用糖料新品种和高产高糖绿色轻简生产技术,提高单产和品质;深入推进机械化作业,降低生产成本,提高生产效益;创新经营方式,积极培育多种形式的新型生产经营组织,促进糖料生产向专业化、规模化、产业化方向发展;推进信息化建设,强化信息引导服务,提升糖料生产信息化水平;扎实落实相关政策,完善制度设计、加强资金管理、提升项目效益,确保项目实施取得实效。

Considerations on High Quality Development of Sugar in China

At present,the development of sugar in China is relatively stable,but the competitiveness is not strong,the pressure of planting area decline brings a serious threat to China's sugar supply security.This paper briefly analyzes the current situation of China's sugar industry,puts forward the definition of high-quality development of sugar,and expounds the necessity of promoting high-quality development of sugar from the perspectives of improving industrial efficiency,helping rural revitalization,enhancing industry competitiveness,and ensuring national sugar supply security.Eight specific measures and ways to promote the high-quality development of China's sugar industry are put forward:firmly establishing new development concept;optimizing the layout of advantageous production areas;promoting the formation of a new pattern of coordinated development of China's sugar production in the north and south and improving the effective supply capacity of China's sugar;strengthening the construction of sugar base;improving infrastructure and consolidating sugar production capacity;accelerating the promotion of key technologies and vigorously promoting the development of sugar industry.We should use new varieties of sugar and high-yield and high sugar green light production technology to improve yield and quality;promote mechanized operation,reduce production costs and improve production efficiency.We will innovate management mode,actively cultivate various forms of new production and operation organizations,promote the development of sugar production in the direction of specialization,scale and industrialization.We will promote information construction and strengthen information guidance services to improve the level of sugar production information;solidly implement the relevant policies,improve the system design,strengthen the fund management,improve the project efficiency,ensure the actual effect of project implementation.
