加强流域水资源保护管理和机构建设

随着国民经济的发展和人口的增长 ,我国政府对水资源开发的力度不断加大 ,而水资源保护和水污染防治则相对滞后 ,水资源污染和供需矛盾十分突出 ,已危及到国民经济的可持续发展 ,加强流域水资源保护工作迫在眉睫 ,强化流域水资源保护机构 ,赋予必要的行政管理职能 ,是跨世纪水资源保护工作的组织保证。加强资金和技术投入 ,确保机构的良性运行 ,为水资源可持续利用和经济可持续发展提供基础和保障

Strengthening of Management of and Organization Construction for Water Resources Protection

With the economic development and population growth in China,exploitation of water resources is enhanced constantly,while water resources protection and water pollution regulation lag behind relatively.The contradiction between pollution and demand supply of water resources is conspicuous,and it endangers the sustainable development of national economy,so the strengthing of water resources protection is urgent.For this reason,some countermeasures are proposed,such as strengthening of the organization of basin water resources protection,authorization of the organization to play some administrative functions,and increase of investment and input of techniques to ensure proper operation of the organization.The implementation of these countermeasures can provide a foundation and guarantee for sustainable utilization of water resources and for sustainable economic development.
