摘    要:许多车主用不锈钢圈包护牌照,导致牌照的边缘遮没,字符与包围圈粘连.图像中牌照的方位确定、字符分割遇到困难.对此,提出基于动态RGB阈值的背景与字符分割方法,并结合hough变换和字符位置排列特征,较好地解决了上述问题.

Abstract:Many car users enclose their Car License Plates with a stainless steel edge casing.Thus,the edge of the plate has been covered,The characters and the casing stick together.It is difficult to ascertain the tilt of plate and to segment the Characters in image.So,this paper puts forward a background and Characters Segmentation method based on dynamic RGB threshold,and combines Hough transform with Characters arranging feature,the problem has been resolved well.
