摘    要:地下水资源用途管制在缓解区域各行业之间的用水矛盾、实现优水优用及有效保护地下水资源等方面具有重要作用。从我国的基本国情水情出发,提出进行地下水资源用途管制的总体设想,并分析了我国主体功能区划与地下水资源用途管制之间的内在联系。再结合我国地下水资源开发利用状况,比较分析地下水资源承载能力与区域用水需求,提出适应区域主体功能的地下水资源用途分区管制模式,分区域剖析开发利用地下水的限制条件,并给出在考虑主体功能需求下的地下水供水优先次序。

Mode Design of Groundwater Resources Use Regulation Considering Requirement of Main Function
Abstract:The groundwater resources use regulation plays important roles in relieving the contradictions among various industries within an area and achieving high quality water for high level use as well as effectively protecting groundwater. Proceeding from the basic national conditions and water regimen, the general envisagement was put forward and the internal relationship between major function oriented zoning of China and groundwater resources use regulation were analyzed. Combining with current groundwater exploitation situation, the current situations of groundwater carrying capacity and regional water demand were contrastively analyzed. Then the mode of groundwater resources use zoning regulation which adapts the main function requirements was presented. Finally, the restricted conditions in different areas of groundwater exploitation situation were dissected, and the priorities of groundwater supply were given in consideration of main function requirements.
