| 摘 要： | 加拿大拥有世界最大的油砂储量，在全球油砂开发生产方面居于主导地位，这与其完善、透明的油砂矿区使用费制度密切相关。本文结合加拿大油砂资源概况，从油砂矿区使用费制度的历史演变人手，系统介绍了加拿大油砂矿区使用费的计算方法和法律法规体系，同时提出了可供我国借鉴的几个方面：建立完善的法律体系、实施积极灵活的费率体系和促进油砂可持续健康发展。

| Abstract: | Canada has the largest proved reserves of oil sands and leads in the development of oil sands in the world, which is related to the transparent royalty regime. The paper introduces the history, calculation and laws of oil sands in Canada and brings forward three suggestions to our country including transparent law system, flexible rate and sustainable development of oil sands. |
