地区高压电网建设规模的评估研究

摘    要:客观定量地评价地区电网的建设规模水平是电力市场改革与发展的迫切要求,目前还没有相应的定量评估模型与方法.为此,基于地区高压配电网的实际情况,给出了评估模型的流程图;建立了反映电网建设规模的宏观控制指标体系.在给定最大负荷水平和供电区域面积的条件下,运用数学规划方法,以全网范围内单位面积所承担的电网建设与运行总费用为目标函数建立优化模型,以确定高压配电网建设规模的最优指标;提出了基于最经济原则和专家评价相结合的加权平均综合评估方法及其综合评价模型.为地区电网规划及其管理部门综合评判配电网建设规模提供了一种客观定量的系统方法.

Abstract:Appraising construction scale of district power grid objectively and quantitatively is the urgent need of the reform and development of electric power market.However,no corresponding quantitative appraisal model and method are available at present.On the basis of the actual conditions of district HV distribution network,flow chart of appraisal modeling is given;the macro-control index system which reflects the construction scale of power grid is set up.Given the maximum load level and the power supply region area,the index model of transformer substation scale optimized is put forward based upon the principle of minimum overall expenditure changed upon unit area in the supply district by mathematical programming,and each major indicator model is provided;the weighted average comprehensive evaluation method based on the most economical principle and the expert appraisal is also provided.It is an objective and quantitative system approach to comprehensive construction scale evaluation of distribution network for district electrical network planning.
