摘    要:一个企业的中层干部具有特殊的地位和作用。他们既要具有领会上级领导决策意图的能力,又要具有带领下属员工共同实现上级决策的执行力。因此,中层干部素质的高低是决定企业可持续发展的关键。目前企业中层干部素质方面存在的问题主要有:少数干部位置找不准,精神不振作,不注意形象,工作不主动。要提高中层领导干部素质就要注重培养他们的优良品德,要注重培养他们的学习风气,要关心中层干部的成长从而培养他们对企业的归宿感,要建立公平竞争机制和科学的考核机制。

Abstract:A middle--level cadre has his own position and role in the enterprise. He is asked to be competent not only to grasp what his superiors intention is while making a strategic decision, but also to lead his subordinates in achieving the goal set by the decision. Therefore, the quality of middle--level cadres is the key factor for the enterprise's sustainable development. However, some of them have defects to be overcome in terms of quality. To improve their quality, it is necessary to step up efforts to foster their virtues, to create learning atmosphere for them, to cultivate their sense of belonging through caring for their progress and to build up a fair competitive mechanism and a scientific assessment system.
