基于三维GIS的城市防汛系统的设计与实现

摘    要:针对基于二维GIS的城市防汛系统存在的无法全面展示水利设施、地形地势、城市内涝等水利场景的不足,分析三维GIS在城市防汛系统建设中的优势,并立足于三维GIS技术,从总体架构、三维数据底板构建及业务应用等维度进行城市防汛系统的分析、设计与研发,形成一套集空间信息存储展示、防汛信息监测预警、防汛调度管理与规划评估等多功能的基于三维GIS的城市防汛系统。该系统从汛前规划方案的科学部署、汛时监测信息的及时预警、汛后应急对策的快速响应的全过程辅助防汛工作的进行,有效满足了城市防汛需求。实践应用表明:基于三维GIS的城市防汛系统可有效支撑城市防汛工作的开展,提高城市汛情的应对及治理能力,为城市防汛信息化建设提供可靠案例。

Abstract:Aiming at the shortcomings of the current urban flood control information construction system based on 2D GIS that cannot fully display water conservancy facilities, topography, urban waterlogging and other water conservancy scenarios, the advantages of 3D GIS in the construction of urban flood control system are analyzed, and based on The three-dimensional GIS technology has carried out the analysis, design and research and development of the urban flood control system from the dimensions of the overall architecture, the construction of the three-dimensional data base, and the business application, forming a set of multi-functional urban flood control system based on 3D GIS, which integrates spatial information storage and display, flood control information monitoring and early warning, flood control scheduling management and planning evaluation. The system assists the development of flood control from the scientific deployment of pre-flood planning schemes, timely early warning of monitoring information during floods, and rapid response to post-flood emergency countermeasures, effectively meeting the needs of urban flood control. The practical application shows that the urban flood control system based on 3D GIS can effectively support the development of urban flood control work, improve the ability of urban flood control and management, and provide a reliable case for urban flood control informatization construction.
