摘    要:阐述了电力通信系统安全风险评估的重要意义及执行现状,并以电力系统光纤保护通道为研究对象,依据文章提出的评估指标建立原则和体系框架,建立了从网络传输、设备、运行统计、管理和人力资源等方面能够反映出光纤保护通道安全风险程度的评估指标体系,简要描述了每一个指标。该指标可多角度、多层面地体现出系统地安全风险程度,同时也向电力部门强调了风险管理的注重点,以引起对光纤保护通道建设、运行和管理中风险隐患的警觉。

Abstract:The paper describes the importance and present situation of security risk evaluation in power telecommunication system.Based on the principal and configuration of the evaluation index mentioned above and takes the optical-fiber protection channel as the object of study,the paper describes the evaluation index system that can reflect the degreed of risk in the protection channel from the aspect of network transmission,equipment,statistics,management and human resource etc.It also put forward the points for attention in risk management in power utilities.
