摘    要:为科学量化评价河长制实施效果,提升河湖管理效能,利用2012—2021年相关数据建立了包括1个目标层、6个准则层、17个评价指标的评价体系,利用熵权法确定评价指标权重,采用逼近理想解排序法定量评价安庆市河长制实施效果,运用障碍度模型识别影响河长制实施效果的关键指标,2012—2021年安庆市河长制实施效果综合评价分值从0.21上升至0.78。结果表明河长制管理水平呈不断提高趋势,水域岸线管控及执法监管工作正面效果逐年凸显,水环境治理与水污染防治还需有针对性地加强。评价方法适用于安庆市河长制绩效考核研究,可为其他区域河长制考核评价提供借鉴。

Abstract:To scientifically quantify the implementation effectiveness of the river chief system, enhance the efficiency of river and lake management, and utilize relevant data from 2012 to 2021, we have established an evaluation system consisting of one target layer, six criteria layers, and 17 evaluation indicators. The entropy weight method was employed to determine the weights of the evaluation indicators. The implementation effectiveness of the river chief system in Anqing city was quantitatively evaluated using the approximation to ideal solution sorting method. The obstacle degree model was applied to identify key indicators influencing the implementation effectiveness of the river chief system. The comprehensive evaluation score for the implementation effectiveness of the river chief system in Anqing city increased from 0.21 to 0.78 between 2012 and 2021.The results indicated a continuous improvement trend in the management level of the river chief system. The positive effects of water area shoreline control and law enforcement supervision were becoming increasingly evident year by year. However, targeted efforts were still needed to strengthen water environment management and pollution prevention. The evaluation method was applicable to the performance assessment research of the river chief system in Anqing city and could serve as a reference for the assessment of the river chief system in other regions.
