发展长江流域西部地区农业灌溉的思考

长江流域西部地区农业灌溉发展缓慢，灌溉面积偏小，粮食总量偏低，制约国民经济持续发展。在长江流域西部开发过程中，建议采取以下措施：①加快灌区老化损坏工程更新改造力度，恢复巩固已有灌溉面积；②进一步扩大灌溉面积，提高粮食产量；③大力推广节水灌溉，减少农业灌溉节水量；④采取综合措施，提高防旱抗旱能力；⑤改革灌区管理体制，提高灌区综合效益；⑥完善监督执法体系，为西部大开发创造有利条件。

Consideration on agriculture irrigation development in western region of the Yangtze valley

In the western region of the Yangtze basin,slow development offarmland irrigation,small irrigation area,low total grain yield have restrained the sustained development of the national economy there.In the development of the western region of the Yangtze basin,it is suggested that the following measures should be taken:① strengthening the renewal and reconstruction of aged and damaged projects for recovering and consolidating original irrigation area;② further extending irrigation area for increasing grain yield;③ vigorously popularizing water saving irrigation for decreasing water consumption;④ taking comprehensive measures for raising the drought-preventing and drought-resisting capability;⑤ reforming the management system of irrigation districts for raising the comprehensive benefit of irrigation districts;⑥ perfecting the supervisory system of enforcing laws for creating favourable conditions for the western region development.
