论粮食供需关系新特点及投机活动对稳定市场的积极作用

本文在分析目前中国粮食市场供求矛盾新特点和投机活动本质特征的基础上,认为投机是一种正常的市场经济行为,合法的、适度的粮食投机活动具有调剂粮食市场供求余缺,实现粮食市场均衡,稳定粮食市场的积极作用;提出在粮食经营放开的新形势下,政府应根据粮食商品的特殊性和当前粮食市场供求的新特点,在搞好对粮食市场宏观调控的前提下,准许合法的粮食投机活动的适度发展。

THE NEW CHARACTERS OF THE GRAIN''''S SUPPLY AND DEMAND AND THE POSITIVE FUNCTION OF THE GRAIN SPECULATION TO STABLIZING GRAIN MARKETS

This article analyses the new traits of the supply and demand of the present Chinese grain markets and the essential character of the speculation activity in the way of grain ,on the basis of which the article considers that grain speculation is a normal action in market economy, and legal and moderate grain speculation will play a positive role in adjusting the surplus and efi-ciency of the supply and demand of grain markets,realizing the balance of grain markets and stabilizing grain markets . This article suggests that in the new situation of decentralizing grain management the government should allow the moderate development of legal grain speculation on the premise of regulating and controlling grain markets well macroscopically and according to the peculiarity of grain goods and new character of the contradiction between supply and demand of current grain markets.
