经营电子商务的最终目的是赢利，并在达到这一目的的过程中承担起对社会应尽的责任。互联网技术只是给了企业一种更好的手段，而企业发展的根源并不能脱离原来的实物基础。由于中国的国情同发达国家有所不同，因此更不能照办国外的做法，除了要注意正确的市场定位，电子商务同传统产业相结合外，政府还要注重电子商务的安全立法。
