水资源开发的项目环评与战略环评

我国在水利水电工程建设项目环评方面已取得长足的进步,项目环评的技术也日趋成熟,与此同时也面临一些问题.项目层次上的环评已难以保证水资源开发与生态和环境保护的协调发展,尤其是涉及流域水资源梯级开发中的项目环评如何协调经济社会可持续发展与生态和环境保护之间的关系.为了在环境影响的源头对不利因素进行控制,规划环评或战略环评是流域水资源开发中应高度重视的问题.

Project and strategic environmental impact assessment of water resources development

Project environmental impact assessment in hydraulic engineering had made great progress. Technical environmental impact assessment is also more and more perfectly, but still face with many problems need to solve. Environmental impact assessment in project level is difficult to harmonize between water resources development and ecologic environment, especially how environmental impact assessment in river basin cascade development can assort with relationship between economical continuity and ecological environment. In order to avoid disadvantage factor in water source, layout and strategic environmental impact assessment of water resources development should be attach more important in the future.
