This paper focuses on the safety risk characteristics such as the complex and diverse composition of the personnel in the industry-university-research institutions laboratory and the uncertainty of the R&D experimental process and results, and analyzes the division and implementation of the safety responsibilities of all parties and the management of the stakeholders, and proposes how to implement the main responsibility of the industry-university research laboratory and strengthen the countermeasures of human, machine and material safety and emergency management.
