新疆可持续发展中人水和谐的思考

摘    要:在内陆干旱地区,人水和谐是人与自然和谐的重要内容,并主要体现在经济社会发展和生态环境保护与水的和谐上。从历史与现实中的人水和谐问题以及未来发展中的人水和谐目标入手,分析了当前人水和谐面临的挑战,提出了解决社会经济发展和人水和谐的对策与措施。并指出:人与自然的和谐、人与水的和谐是不断发展的过程,人水和谐是多目标的、相对的、是动态发展的。当各业和生态环境用水总量成为刚性约束条件时,只有通过不断提高水资源的利用效率来实现新的人水和谐目标。

Abstract:Within the inland arid regions,the harmonious coexistence between man and water is an important content of the harmonious coexistence between man and nature,which is mainly embodied on the harmoniousness among the economic and social development,protection of eco-environment and water.The challenge faced by the harmonious coexistence between man and water at present is analyzed historically and realistically based on the problems from the harmonious coexistence between man and water and the target for the harmonious coexistence in the future development.Furthermore,the countermeasures for solving the problems from the social and economic development and the harmonious coexistence concerned are then put forward.It is also pointed out herein that the harmonious coexistence is to be developed relatively and dynamically within a process of a continuous development with multi-targets.When the total water use from all the relevant demands and the eco-environmental water demand becomes a rigid restriction,a new target for the harmonious coexistence is to be realized only through the continuous improvement of the water resources utilization efficiency.
