| 摘 要： | 上海市防汛指挥视频会商系统是全市防汛工作非工程措施的重要组成部分。针对目前信息采集点分布不够完善，信息系统需要延伸到乡镇的迫切要求，结合各区县、乡镇防汛信息化实际能力，提出防汛指挥3级视频会商系统建设方案。系统将有效提高全市防汛信息化管理应用水平和防汛工作效率。

| Abstract: | Shanghai municipal flood control video consultation operational system is an important componentof nonstructural measures of flood control. Because of insufficient distribution of information collected points, and according to urgent needs of extending information system at town and township level, and with consideration on reality of flood control information system construction of each district, county, town and township, the thesis puts forward construction scheme for flood control video consultation system for three-class use. The system should effectively improve management and application of flood control information and working efficiencv for flood control. |
