| 摘 要： | 为建设和完善水利应急通信体系,对建设模式进行探讨。从水利突发事件发生前、时、后对应急通信的需求出发,分析水利应急通信体系的建设模式,结合黄河水利委员会应急通信方面的建设,探讨几种常用应急通信系统类型和适用范围,以便建立协调统一、运转高效的水利应急通信体系。

| Abstract: | In order to set up and improve water emergency communication system,the article makes an discussion of the construction pattern.According to demands for emergency communication before and after water-related accidents,the article analyzes the construction pattern of water emergency communication system,and addresses some commonly used system types and their application scopes,so that unified system with high running effects can be established. |
