| 摘 要： | 航道骤淤防治是淤泥粉沙质海岸港口建设的世界性难题,尚没有成熟的理论和技术。黄骅港外航道整治工程实现了航道骤淤防治技术的重大突破,取得了多项国内外领先的科技创新和管理创新。其首次提出的淤泥粉沙质海岸的分类、骤淤重现期等理论均填补了国家港口规范的空白,在设计方案中首创了消能缓冲区布置模式、日字型块体和倒L型胸墙等新结构形式。在工程管理中创新地实施风险决策和"五位一体"协同管理模式。该项技术实施取得了显著减淤效果,保证了港口航道通航水深要求。
