| Abstract: | On the one hand we should perform the reformation of the professional title's system scientifically and accelerate the separation of assessment and employment. On the other hand we should strengthen our publicizing campaign. So that we might be able to establish a brand -new personnel system that bases on the system of appointment,and bring forward innovations and progress. |
