| 摘 要： | 发展是第一要务,稳定是第一责任。在新形势下,切实维护校园安全稳定,应夯实校园安全稳定的基层基础,构建以预防群体性事件为重点的预测、预警、预控机制,提高对突发事件的应急处置能力建设,逐步形成维护校园安全稳定的长效机制。

| Abstract: | The paper holds that in the new situation, in order to maintain the security and stability on the campus, the foundation should be solid and a monitoring and control mechanism be set up to prevent mass events. Besides, the ability to deal with emergencies should also be strengthened and a long - term mechanism to maintain campus security and stability be developed. |
